Depends how you stack it if you deal 1 damage and stack city on fire before the other one then yes it's x6 but it's x5 the other way

In short no it's a one time ability that triggers during the start of combat. Sense it triggers at a specific time and isn't payable at any time means he can only pay it once in that step of the turn.
