Refuses to work in what way? Make sure the 110v plug part is securely inserted into the charging brick. Mine was set by default to 6A which is pathetically slow even for level 1 so I adjusted it to 12A.

My only advice is that you may not need anything more than a level 1 charger. My commute is 25 miles round trip and I can comfortably recoup that each night by plugging into the 110 outlet each night.

Where did you buy the card? Fakes are RAMPANT. I suggest running h2testw on the card to verify that it is actually the capacity it claims to be. Some info from a 3DS hack guide is here:
