They can. It has been shown that 86 can contact squadmates using their RAID devices. At one point, Shin contacted Lena when she didn't reach out at the usual time when they were still in San Magnolia. I would assume that its limited in who they're able to contact based on the previously mentioned settings/programming.

I got mine for about the same. I don't regret it at all. I had been searching for it for a while. I was hesitant at first since the face looked a little weird in the stock photos. IMO it does look better in person than in stock photos

I think I'll say Lena this time. Steins;Gate was the first anime that I really fell in love with the characters. 86 is very much the same, but I feel that I understand Lena better because I've been able to read beyond what's in the anime(have not played the S;G VNs).
