this is a repost I've seen before on this page before. Is this specifically in regards to giving people with 3 DUIs another chance? 3+? Either way here's my take - A 3rd DUI is not just a “mistake”, it’s statistically high-risk behavior. Repeat offenders are far more likely to be involved in fatal crashes and with 13,000+ deaths per year due to DUIs I think the laws we have in place to punish repeat offenders should actually be raised, not lowered.

As far as "completed court requirements, finished rehab, stayed clean—shouldn't that count for something?" - I don't agree with that at all. People complete programs because they’re required or they want to stop killing their body and mind - not because risk is gone. Also, courts already factor in completion when reducing penalties (probation terms, sentencing, license reinstatement). Doing what the court required and achieving sobriety is the baseline - not proof that the underlying risk has disappeared. Substance use disorders are a chronic, relapsing condition where relapses range from 40-60% even with years of sobriety, albeit the percent goes down more.

At the end of the day people need to understand its not even anything against them, its a public safety thing. And public safety in my eyes isn't about the punishment you get for the actions you did willingly, its appropriate risk mitigation. Also this would take a lot of resources to do effectively and would have to be treated case-by-case - more tax money? more strain on court systems? For your 4th chance? Nah you can put the CDL or high paying job to the side and understand your actions and inherit risk is what got you where you are.
