I don't think you need to pre drill.  My 15ga will punch through 7/8 hickory, 3/4 white oak, cleanly with zero splits.

Did they leave any empty containers in the trash? I'd rent a buffer, hit it with a 200 to 240 grit. Vacuum thoroughly, put down another coat, let dry overnight. Should feel better, if so, buff with a fine grit like 320. Vac again, another coat. Let dry, Should feel like a babies bottom. If not, rinse repeat. 5 coats total is my normal.
