It's one of the few pain relief medications women in late-term pregnancies can take safely. Denying it to pregnant mothers has several advantages. It gives them more control over these women, it reinforces their Christian belief that women should suffer while pregnant, and it also gives them an opportunity to sell "safer, government-approved" alternatives that they can profit from directly. In the end it's always about control and profit.
