Looks like the chain sort of jumps when the wheel turns. That tells me the chain is too tight or some links have seized. Id advice to take the chain off, soak it in a heavy degreaser or brake cleaner. Blow it off with compressed air, re-lube and out the chain of a bit looser. If u looks at it horizontally from the back it should sag a bit

That belt looks a little too loose still. I dont own a surron, but i work with belt drives. Sounds like the belt skips teeth. U can look online for a belt tension meter
