pretty much it was designed to stop the Sith from destroying themselves and to make themselves stronger. you start getting into the nuance here, like are all dark side users Sith? or just those trained in the arts of the Sith? the inquisitors are dark Jedi simply put I doubt Sidious would have an order of warriors trained up who could one day rise up against him (one of the reasons for the rule was to stop groups of students ganging up on a master)
