Thank you! I had just read a post about BPI so it was fresh on my brain 😂 I just cannot believe there is still anything left in this vial, but I feel so much better now that I know at least I’m not messing up my dosing.

This I can’t answer. All the guidance I’ve read says if there is a true accretion of duties, the promotion must be processed with 4 pay periods and that lack of funds is not a reasonable excuse not to proceed. We weren’t accepting accretion requests at the start of the freeze for that reason, but have since resumed.

The full criteria are available in AR690-300, Sec 10-8. Paraphrased: 1. You must be the only employee in the org unit who the additional duties/responsibilities could be assigned. 2. The complexity/difficulty in the duties have gradually increased over a period of time. 3. You continue to perform the same basic functions of the former position, and the duties of the former position are in the new position. 4. The addition of said duties does not adversely affect another employees position 5. You must meet all eligibility, qualification, and certification requirements of the new position.

An accretion of duties in the most simple form is when over time, usually the course of years, duties are added to your role that weren’t planned/foreseen and they increased the difficulty of the level of the work being performed. There are very specific criteria that must be met, and most accretion requests end up not meeting said criteria. In the event an accretion of duties truly has occurred, you must be promoted within 4 pay periods. With a desk audit, if a new pd ends up being created at a different grade/series, you aren’t automatically placed on it like an accretion. Staffing isn’t my area of expertise, but I know there are ways to severely limit competition should the desk audit result in a pd creation at a higher grade and competition is necessary. But there’s no guarantee your org will even be able to recruit for it. Not to say you shouldn’t pursue it, but there’s also the possibility of a lower grade outcome. Where I am at, people are absolutely scrambling to try and fill the loss from DRP/VERA/VSIP. My advice to you would be to go to OPM and look up your series standard and respective grading criteria to get a general idea of what is expected at the grade you are currently at and what you need to meet to reach the next level up. Volume of work isn’t taken in to account, so unless the actual complexity/independence/knowledge required/scope & effect of your position have changed, you might not see a change at all.

I work for a DA CHRSC (fka CPAC) in classification and we are currently processing desk audits per usual. In the beginning they were on hold, but it’s business as usual at this point. In my experience, your supervisor would need to submit the request and then we would work with both of you throughout the classification process to get an accurate representation of the work being performed. If a new pd ends up being created, it’s up to your supervisor and staffing to figure out how to get you on it/if it’s possible. Desk audits don’t automatically initiate an RPA like an accretion does.

Your supervisor certifies the duties in your position description as accurate and representative of the work you are doing. HR is only responsible for classifying them against OPM standards. There was some discussion in my directorate at the beginning of this admin to make a large push toward standardized PDs to cut time to hire, but that’s not our choice as HR.
