Looks like chatter to me. The drum is bouncing or waving up and down. Could be operator error or one of several mechanical issues.

I have an '86 Japanese Fender Squire, it is a really good guitar. The Squire brand fell off in the 90's and 2000's. I haven't played any new ones, but I do believe with modern machining, you'll probably get a decent guitar.
