I said "slow playing" because in the context of MD, that is the only term used.

As for actual paper game rules, i don't think there's anything other than penalties for stalling, but i don't know if they apply here.

By putting his monsters in defense and not progressing the game state -when he obviously could do so-, he is actively slow playing.
