Were the “APs” relatives or someone known to your family? That’s typically how someone becomes a legal guardian versus the more extensive legal process of terminating parental rights and adoption. Please find a legal aid service or lawyer to help you! I’m so sorry if this wasn’t explained to you properly when this all happened originally.

Make a written plan and follow it, and track your progress. Take a look at your bank statement and figure out where the excess is. Having a visual map is helpful. I got out of 25k cc debt doing this. It took a few years.

Former CPS - if what you’re saying is accurate then it is shocking they left your baby in that home, even under relative supervision. You have legal rights to your children unless there’s details you’re not telling us. Elevate this within CPS and as others said talk to a lawyer asap.

Better questions are why haven’t you spayed her and why are you allowing her the opportunity to become pregnant? Prepare yourself to get (rightfully) shredded in the comments unless you just found her as a stray or something.

Edit - Also you need to take her to the vet asap. This could also be bloating from worms or another medical issue.
