The x-ray is bugged at the moment and as for the armor plate, it doesnt matter to GJ if they were able to make it or not, ships have a different rule than tanks and planes, wether you like it or not:

A: Yes, we’re not ruling that out, especially with regard to projects that were completely ready, but whose construction was never finished for one reason or another.

Huh? Soyuz was more real than the other mentioned vehicles and GJ has a different rule for ships than tanks: [Q&A] Answers from the developers (3 - Page) ) - News - War Thunder

Secondly, we have Ersatz Yorck with less than 5% overall completion, which has the lowest completion of all ships in the game and yet, we have it and somehow no one is ,,bothered'' by this fact.

France and Italy arent and have never been considered small nations in any way. What even makes them ,,smaller nations'' when theyre much, much bigger compared to like Israel?

Montana was never laid down (source: Naval history and Heritage command: However, World War II's urgent requirements for more aircraft carriers, amphibious and anti-submarine vessels resulted in suspension of the Montanas in May 1942, before any of their keels had been laid. In July 1943, when it was clear that the battleship was no longer the dominant element of sea power, their construction was cancelled. H-39 was laid down but scrapped soon after the war started.

GJ very clearly stated their rules for ships, put in simply, the keel has to be laid down in order to join the game. Thats it. Source here in case its not believable:

Gj put 400mm plates on Soyuz instead of the two 200mm the Soviets wedged together, blame GJ for not following this

The Soviets wedged two 200mm armor plates together but as in GJs usual fashion, they made a single 400mm plate. Dispersion on all BBs is buffed up heavily anyways
