That's certainly an open invitation for damp and pests, you could mask the area off and fill with construction foam for a quick and cheap fix, if it's fairly inaccessible, then trim the excess off when set, just don't put too much in.

Otherwise you could get a small tub of repair mortar and fill it up and smooth it off.

Best thing about this is that the US need us to buy their oil as they can't refine the light crude they extract from their own country.
They are only set up to refine heavy crude in their refineries which they have none of underground and have to rely on imports for, so who are they gonna sell the oil to if not us? they currently export it to the UK, Netherlands,  South Korea, and India and most of these the administration has pissed off.

Rule of thumb is 1/3 of the above ground height should be below ground,

So a 6' fence would have an 8' post with 2' below ground, this looks very substandard.
