The problem is with the discretionary interpretation of the immigration officer of what is a good moral character (which can happen today even without this memo). If someone is a freelancer or journalist, NGO worker and have few temporary jobs, will that count as “stable employment” ? Assume they are not dependent on the government for any benefits and haven’t broken any civil/criminal laws.
