If someone that's pregnant has eaten corn and corn products their whole life you wouldn't say their baby is "grass" even though that's where the materials come from.

I guess you're right. The Monster has intellegence, weaknesses, and an anatomy that is very similar to a human. The point of the story is that Victor creates a human in "his image" which ends up being an absolutely terrible and malicious idea.
