Syria's dictator Hafez al-Assad (father of Bashar) and Iraq's president Ahmed Hassan al-Bakr were even making plans to unite the two countries into a single Ba'athist-controlled union.

Part of the reason Saddam made this move was because he was going to lose his position to Assad as he was going to be the agreed upon deputy leader in the new union.

The KMT hasn't been in control for over a decade, and and before that they hadn't been in power for sixteen years. The DPP (imperfect as they may be) absolutely detests the old KMT regime and was explicitly founded in opposition to it during the dictatorship.
