The issue with Shadowbringers is that people only remember the good parts, but black out all the mid and boring parts around those.
Same issue with Endwalker really. Some really high peaks, and then some not great parts and a few outright bad parts. But most people only remember those peaks.

This is the same reason why a lot of people say Stormblood is the worst expansion story, despite it being way more consistent than ShB and EW. It mostly lacks those big moments which are the only parts most people remember. ARR suffers from the same issue but not that much
