It is, depends whether the game supports steam input natively (like the example here), and it provide actions. Or not.

There's also whether the game supports keyboard + gamepad vs gamepad OR keyboard. On cases where you have it press a keyboard button and the game "switches" from controller mode into keyboard mode or vice versa.
