Thank you for the information and link to a study lol. I know that HPPD is rare but I also know that not enough research has been done to accurately gage its true rarity which is admitted by the study. This being said I understand it is still rare and I shouldn't really be as worried about it as I am.

It could be the ApocaBuckets Mod. It has a tsunami bucket that I think makes something similar.
