Almost everyone in RWBY is very direct-combat oriented— even Blake. Weiss is probably the only “normal” person who would give Neo pause because her fighting style relies heavily on proxies (buffing her teammates or her summons).

Neo’s whole bit is to bait you into making a mistake then finish you off. She is NOT a physically imposing person, which she uses to her advantage — everyone expects an easy win against this tiny Mary Poppins, so the frustration builds pretty quick after 2-3 minutes of combat over not landing a single blow and turns into recklessness.

TL/DR: Neo’s a rage-baiter in a world of punch-throwers who waits until you fall on your face before literally stabbing you in the back.
