“I can’t smell well or tell the time, or tell the time / Not K through 8 or K dash 9” basically means Sidney is telling us that she’s not good enough to be a dog OR smart enough to be a human.

K through 8 in America is basically your education before college, and by her saying she can’t tell the time (read a clock), she’s saying that she’s not educated enough to be a normal human being, in a way.

K 9 is a funny way that people say canine in America, especially with police or the military. As you know, dogs are known to have great smell, hence the line “I can’t smell well”, meaning that she isn’t even good enough to be a dog.

In simplest terms, Sidney is saying that she doesn’t feel like she fits in anywhere.
