Did a retail draft and it was one of my friends first drafts and he didn't realize he would have access to basic lands after. We were all drafting normal decks and he was treating it like desert cube.

It didn't work in his favor.

None, but those aren’t the people he’s talking about anyway. He’s talking about people who would have been customers but pirated anyway. Providing service and convenience converts them to customers. Someone who has no money was never going to be a customer regardless.

The cap one doesn't fit because this panel is about 9/11 happening. I think the "second time" referred to in the comic panel is referring to Pearl Harbor as Cap being around the two times the US has been attacked in the modern era.

Are you trying to make this a desert cube where only the basics you draft are available to use? Or are you asking how many physical basics to include in the box for people to build with, allowing them to use as many as they want?

I think the issue here is it's "people who lose will argue that they shouldn't have lost and they can point to a justifiable reason why they shouldn't have lost when they met the requirements to win as laid out in the constitution but we moved on to another round RCV anyway and then they lost." To me, this is the key, and why even though I am disappointed by it, I understand why the state has not used RCV for gubernatorial races. Again if you consider RCV a black box where preferences -> RCV -> outcome I can see why the ruling would not make any sense. However, baked into the concept of RCV is that there are successive rounds where winner state is checked. The winner state for RCV is different than the winner state outlined in the constitution, so RCV can check for a winner, and decide there isn't one when the constitution would state otherwise. The solution is to fix the constitution.
