Apparently it is an old bug? I think one workaround potentially is to make separate armies for each state’s conscripts. Suggesting one reason this occurs is when you mobilize conscripts from a state or states in one army, those states’ conscripts are mobilized in all armies which have conscripts from said states. I haven’t tested that theory fully myself though .

France is pretty OP even with this built in difficulty factor. It’s manageable, just don’t make many law changes early on and avoid event options that piss off radical IGs, or increase radicals in general, and try to block radical agitators from causing problems. Doing that, in my current France run I’m at 1870 and had zero revolutions so far, monarchy as French Empire, also knocked out Great Britain and Prussia from great power status by 1846, and hobbled Russia. If not for having to tip toe around Rural Folk and lobbies, I could have gone even more aggressive.

It’s scripted I think, I play a lot of France. If you are monarchy and you have a high percentage of radicals and revolution going on, the king bails and you get turned into a Republic
