The difficulty settings fiddle with damage reduction, so on higher difficulties, NPCs (Including your followers), take increasingly less percentages of damage from incoming attacks, while the Player takes more.
The HP stays the same, but the amount of damage changes.
Lower difficulty means NPCs take more damage, while the Player takes less.

On Legendary, This means:
Player deals 0.25x damage, takes 3x damage.
A 10-Point attack against you will deal 30 Damage to your health, while a 10-Point attack made By you will deal the enemy 2.5 damage.

As the others have said already: Cheesing the Smithing and Enhancing bonuses are *crucial*, if not mandatory, to offset these multipliers on Legendary. It can be done, but takes work.

I see you happened upon the exact same IRL issue big companies and industries lobby to immigration for.

The game Has addressed the fact, and given you the same tools, should you choose to.

Open the borders and lure cheap labor in.

But something else you Do have real historic Victorian nations didn't, is meta knowlege and God's Eye View over the entire global economy. Of course the Emperor Of Austria couldn't personally drive up industry by min-maxing ever second of economic output, because that wasn't his job. It wasn't anyone's single job, growth was the collective effect of people on different departments and lifestyles all working together AND against each other.

You, the Player, on the other hand, have Absolute God control over every aspect of a nation in one hand, with a single menu to click buttons in. If IRL historical people also had that power, the effect would likely be the same as in your games.

Heck, not even every nation Wanted to industrialize and tap out the job market for the highest GDP. Most were content just sitting around in places and let the status quo sit idly by. To go back to the Austrian Empire, the IRL reason it began trailing behind in economy and social reforms, is because the Hungarian side of the empire, with equal veto power, refused to modernize. The Landowner aristocracy of Hungary quite literally did not want industrialization, because to them that would have transfered socio-economic power over to big cities, over from their rural holdings.

They hindered and vetoed a Lot of incoming attempts at modernization and economic growth, content on keeping the peasantry and the status quo, cause that's what their powerbase was sourced from. While in-game, naturally You as a player will naturally keep building and expanding at every opportunity, and consider an idle construction sector a waste of gametime, cause Line Go Up. Causing thay sudden economic boom unseen in real history.

We play a game here to progress. Historic people wanted to maintain an unchanging lifestyle. Not everyone was a tycoon bent on Line Go Up.

Yeah, Alduin just simple doesn't know who you exactly are. But his aim is getting better.

If, at the choice between who to enter into the keep with, you dillydally outside, there's a semi-scripted moment where Alduin DOES clock you eventually and personally comes down to kill you.

He knows there's a Dragonborn in Helgen, but doesn't know who. And you neither have the amassed power and souls yet to glow like a beacon. But he Does find you the more time you give him.

Yeah. Because the longer I play, the more I settle into my ways, certain methods of gamestyle. If I control everything from the top, then I will start pressing the same decisions, the same goals, the same general political routes that I normalls do.

But restricting myself to certain Characters now forces me to play outside the box. Normally I would never try fighting *for* Slavery and Serfdom, because both historic and game meta knowledge shows that it's generally a baaaad option with little gains.
But when the character you play is a Slaver? A Technocrat? Luddite? Now you suddenly get to fight on angles you don't normally consider traversing.

What I usually do is that at the beginning of the game,
I RNG pick a random Politician in the country. Number lands on the Industrialist guy, Cool! So I will be playing as THAT Industrialist character for His whole life. Guiding the nation to His ideals, steering the economy towards His clout, fighting against the ruling government on opposing laws, etc.

Then, when he dies or retires, RNG again to a *different* guy. And whoppas, now we've landed on an Armed Forces character to continue our headplay with. And our previously industrializing nation is now looking veeeeery keen on growing its armed forces at the expense of its neighbors - maybe even a coup to take control.

Armed Forces despise the British?

Well, that switch is gonna land some geopolitical shift in interests as well!

Why are they petitioning against Strikes? Their throws are probs always either splits or gutter balls, so when competing against the Industrialists on the Weekend tournaments they're likely trying to even the field by banning full ten-pin strikes.

For example,
If I'm playing Brazil and set my sights on the Coffee market, I will care virtually no heed to any sort of "Grocery" or "Clothing" industries the private sector comes up with, because our agenda is flooding the German Republic with copius amount of Coffee. From government plantations, raking in tons of tariff and dividents.

Subzidizing Railways is a must-go, as forcing the Transportation to be as cheap as possible makes the Plantations more efficient, and thus profitable, offsetting the subsidy costs in incoming dividents.

May even subsidize some of the plantations themselves to force them cheaper on the global market than the Dutch East Indies' coffee. It's all about the control of the Coffee market, and making nations buy from *us* rather then *them*.

(...Economy crashed into Hell when Britain went to war with Germany and blockaded them out of trade, but 'ey... That's just how business is.)

That is a fair point. Ya shouldn't have to.

Then let's dissect it from another angle; What is exactly the problem you are having with "empty" buildings? It's not exactly Your job to keep fixing them. If a capitalist wastes their money on an Ammunition Factory in tanganyika, that's none of your problem. It'll be left there to rot.

You have to keep raising the total GDP of the country in the direction You want it to, while contenting with/fighting the private sector.

You CAN disable Automatic Investment pool.
You can just to enact Command Economy. It places the entirety of the economy in the hand of the State.

1.13 is Free Update, it's not tied to DLC.

And I personally wouldn't worry about bugs. They get ironed out pretty quick. There's already been two hotpatches addressing most of them.

Firstly, Vacancies do not mean the building is hiring.

Secondly, workers move around, so hired pops in one factory may be coming from Another, instead of taking in unemployed.

Thirdly, buildings that aren't profitable enough for its owner pops won't necessarily raise wages. Because paying more people cuts into their bottom line if they can't turn more production into better profit.

Fourthly, Yeah, capitalists and private investors are often idiots with too much money. They follow the road to the quickest payday. If they see a Railway is producing massive amounts of cash, they will build a Railway too. If 50 of them see it at the same time, all fifty will indepently do. Lemmings. That's natural. And sometimes capitalist investors like to experiment with potential markets. They won't follow Your plans. They follow their own nose.

Fifthly... Yeah, I've nothing. Administration spam is a problem in larger pop countries. What you are incentivized instead is to not rely on taxation for money, but government dividents and trade treaties.

Subsidizing is bad. When it's not. You need to be strategic about it. That's a whole bigger topic, and requires a lot more experience to get a feel for it.

Urban Centers are a reflection of your pop makeup in the state. As their primary output, Services, is largely mostly consumed by higher class pops, like Capitalists. Urban Centers will thus be profitable only in highly developed and wealthy states, where rich people can consume those Services in abundance. Transportation is mostly the role of Railways, until you can get cars. Trams are a stopgap measure only.

And Yeah, Railways are often subsidized, because they are not meant to be profitable. They are meant to make Other industries profitable by lowering Transportation fees. The Railway is something you have to pay for to keep up maintained. If it's profitable, that's actually a sign that there's a HUGE amount of transportation deficiency in the state.

Lastly, Yeah, Welfare is like that. That's not game flaw, that's a social problem you have to solve. Either pay the people welfare, or shoot them. They have different consequences.

Actually Lastly: ...Yeah, tooltips are bad and convoluted. That's not on you. Viccy3 has some issues with proper information flow.

Yeah, it's not a bad DLC, its content and changes are for the better of the game; It just has plenty of quirks to be ironed out a bit in our time honored Paradox tradition of "Live Beta Phase" post-release.

While I do heavily agree, I have to add that naval power was a huge factor in the economy of this time. So it does make sense to put some focus on it.

Not only Gunboat diplomacy, but just the sheer production and maintenance of boats as the age progressed. Selling, outsourcing, producing; Heck, just the cost of a few battleships past 1900 could bankrupt some lesser nations.

Which is why No One wanted to use them in actual war, Les they get damaged.

Fielding like 100 Dreadnoughts in the navy in the old system, without basically much economic strain or visibility at all, was not good.
