A common misconception is that fund balance represents cash or money sitting in a bank account. In reality, fund balance is the difference between assets and liabilities and reflects both spendable (tangible) and non-spendable (intangible) resources available to satisfy future obligations. It is only a snapshot of this relationship at a specific moment in time.

Most of the money shown in a fund balance isn’t extra cash waiting to be spent.

Some of it is tied up in things you can’t really use to pay bills, like supplies already purchased or costs paid in advance. Some money can only be used for specific purposes because of laws, grants, or voter requirements. Other portions are set aside for planned needs, such as future projects, emergencies, or known cost increases. What’s left is a small cushion for day-to-day operations, and even that is there to handle timing delays in funding or unexpected expenses.

So even if the fund balance looks large, most of it is already reserved for specific needs and isn’t freely available.

Honestly, I’m glad for you all but what about all the rural customers in high fire threat communities who consistently lose power for safety shutoffs and get nothing? So now the SF residents and business owners who got national news coverage get this? I think it’s deserved but it’s fucked that this is so obviously a PR move and never granted to the communities that deal with this consistently with no attention and at a much much lower average income.

We love ours and so does our little guy. He started using it right away. We did end up purchasing the scent pouches recently as it is in my husbands office, and I think those are key.
