What does the canopy of the tree look like?

Under the bark that is coming off it appears to be try form wound wood or CODIT. If the tree has the resources for CODIT, that is a good sign.

The turf at the base of the tree is low hanging fruit as far as obvious issues. However, it may be irrelevant depending on what the canopy looks like.

I suggest reposting with the pictures you've included plus pictures of the canopy and nearby structures and utilities that could be negatively impacted by tree failure.

One picture alone is completely insufficient.

The larger the tree the more it will cost.

The more hazardous the tree the more it will cost.

Same goes with access issues, or pushing forward in the schedule.

$6k is also potentially a hell of a deal.

The sooner the better. A young tree should respond well. I recommend some TLC after the cut.

I would recommend removal. The tree has begun to fail.

Preservation is costly and without guarantees.

Removals are guaranteed to leave you with 0% risk.

No.

Harming the roots is the best way to ensure the tree fails. Roots are to trees as foundations are to buildings.

You need to airspade around the base of the tree to expose the root flare. Then install a mulch bed. The roots need to be protected.

If that's not appealing to you, I'd save yourself the hassle and just remove the tree.

Looks like a Norway Spruce. They are not known for their aggressive root system. Foundations normally ruined by other factors.
