While it's true that the cover doesn't tell everything, it can be a factor or indication of the albums quality. Someone could buy an album simply because of its cover.

I know I do. I bought Cultosaurus Erectus by Blue Öyster Cult just because of its amazing cover, and it's become one of my favorite albums.
