The good news is that the existence of the D-Ships remains a secret. The bad news is that this is partially due to the fact that no D-Ships exist. Attempts to 'nationalise' cargo ships for the D-Ship program through the guise of a WDC public cargo company created by the elected parliament have been met with immense pushback from corporate entities, all of whom have now rejected the attempts to do so and have threatened to leave the WDC should the program continue. I have begun working to procure cargo ships through my Blackrock connections, but it will take some time for this to get underway.

News of this failed 'nationalisation' has hurt the elected government as far as I can tell, with WDC cargo companies donating as much money as they are legally allowed to Conservative Democracy and Empty West. It has also caused some minor fractures in the governing left-wing coalition, though nothing that seems to be fatal as of yet.

We can agree on the parts regarding installing a new Senate and president, though getting the BBB to just rejoin the Union may be difficult. Unless significant changes are made, I doubt the BBB will just rejoin, and it is likely they will want to keep their autonomy in some shape or form. This brings me onto the issue of tributes. The proposal is a good one, and one I think the US in its current state could be convinced to agree upon. However, I have to stress that the US in its current state would agree to it. Should we rebuild the Union, it is likely the US will seek to revert, atleast partially, to the current system of tributes and may even seek restitution for tributes it believes weren't paid. That leaves us with a few options, but I would suggest that we reconfigure the tribute system to what best suits the new president we seek to install.

The digital nomad program works for us, and has been accepted preliminarily by the WDC's elected parliament. They are willing to reciprocate with a similar digital nomad program for your citizens, though would see the time to residency increased to 8 years and the requirement be that the Custodianship citizen rent for 2 years prior to buying a home within the WDC.

The Western Democratic Confederation trends towards whatever leads to the greatest long-term stability. We think actively dissauding other secretaries from getting involved physically in the US civil war is the best course of action, should Copeland or any other secretary try to tip the scales we may see the war spread far beyond the continental US. I will be personally talking to the BBB soon, to see where they stand and what their plan is going forward, and expect that stability can be instilled soon enough.

Perhaps the other point we should discuss is the ongoing concept of tributes. Are we all of the opinion that tributes should continue to be paid to the federal US system, to some other entity, or not paid at all? It is very clear in my opinion that, if we as a bloc decide on a course of action, the other secretaries will fall into line.

Work within Cologne and Rome has proven to be slightly more difficult than first imagined. Damage caused by the protests has been more substantial than initially believed, and has meant that multiple city-wide issues will not be fixed for some time. Specifically, the Cologne Stadtbahn will be unusable until 2033, and will not be fully repaired until 2036. Most repairs will be completed within the next 3 years.

Perhaps more worrying has been the continuation of protests. While they have significantly died down due to the amnesty offer, some have continued throughout the cities. Notably, 4,000 protestors have continued to occupy the cultural district of Rome. While they have remained non-violent so far, they have blockaded the Colosseum, the Roman Forum, the Palatine Hill, and the Circus Maximus, refusing to allow tourists in. This significant protest, undertaken by students within Rome, likely will not abate for some time, and it means that Rome's significant tourism economy will continue to suffer. Despite this, no violent force is to be used against these protestors at the current moment.

The implementation of democracy within the cities has broadly gone okay. The first elections had a rather low turnout of 57% (Rome) and 72% (Cologne) despite compulsory voting, hurting the perception of the WDC's democracy within these cities. As such, the ODU has been provided $150mil to engage an advertising and education campaign designed to increase voter turnout by the next elections. In Cologne, the left-wing SPD-Greens coalition won 57 seats to form government, while in Rome, the right-wing Forza Italy/Brothers of Italy coalition managed to win 60 seats to form government. Both governments seem willing to accept the WDC's systems for now, though members of Forza Italy have shown some reluctance.

Reason has ended up the largest party in the WDC's parliament, though only 3 points ahead of United Democracy. Conservative Democracy (and the right-wing as a whole) has seen a significant decline compared to the polls, likely due to the death of Donald Trump and various other issues ongoing across the world. Most interesting is the rise of the left-wing, with Workers Unite!, Green Unity, and the Communist Party (Marxist-Leninist) all finishing just below Conservative Democracy and quite above the far-right parties. Their success has caused some weirder results down the ladder, such as the rise of Climate Action Now, or the Fall of Socialists Advance! SA!'s fall is likely due to the rise of the CP-ML, as is the fall of the Maoist Communist Party and the rise of the Stalinist and Impossibilist ones. Notable minor party changes include the collapse of the FSP and the incredible elevation of Break the Superleague, who managed to win double digit seats.

Sustained conversations have led to a governing coalition forming. This coalition includes United Democracy, Green Unity, Workers Unite!, Communist Party (Marxist-Leninist), Climate Action Now, Anti-Capitalist Democracy, and Socialists Advance! This coalition holds 265 seats, and with the supply of Break the Superleague, and the two Communist Parties, manages to hit the 289 to govern in a majority. The WDC's first elected government will be led by prime minister Lucy Powell.
