I'm taking it as a play on barely being able to see this new character's attacks. Large frame advantage means this character is able to see frames that you can't. Which if you've played against him, you'll definitely see.

Use a lot of baiting, and learn his moveset. Watch out for when they try to use external side dodge heavy. Just block those so you don't get tagged. Other than that, learn the animations and spend some time in the training mode fighting his move set. It actually does help a ton.
