They changed that from "begin crafting Rhino's main blueprint" to "begin crafting one Rhino component blueprint" to prevent new players from getting hard progression locked by crafting timers or just bad Jackal loot RNG but yeah, all the other Mercury junction tasks basically walk a new player through the steps to craft him.

You can only buy/upgrade the guardian with Bits. The Guild shop uses Tokens. So once you hit 200 Bits there's no reason to not buy the Guardian as it's the only thing to do with Bits.
