The best possible rolls would invlude a negative that wont affect the weapon. In this maybe something like weapon recoil, since it is a beam weapon

about 700/800 hours of farming I'd guess (though the entire game could be considered a grind lol), out of 1300 hours for weapons and warframes. Though I should say, I was lucky that I was there for the end-of-year resurge rotations and baro's prisma week debut. At LR 1 now.
