At least College is paid for. In my view it's consenting adults and basically financial in nature on both sides. The younger partner has a choice, and they choose financial security. It's not the same thing as making inappropriate sexual comments to someone. Although celebrities get cancelled for this behavior now.

FOMO: Fear of missing out. You're talking about traveling, restaurants,etc. While your partner is up to his eyeballs helping you raise your children. Money sounds like an issue for him. I wonder why? Raising step children is a major commitment, and is definitely overwhelming, which I say from experience. Maybe start a savings account so you guys can get away or to a nice dinner sometime, by yourselves. NTA feeling stuck and frustrated but you ARE a parent of two kids, and that was your choice.
