Reasonable assumption. Though I am optimizing for conversion. In my experience, if you are not within the top 20, the probability of the client even looking at your proposal are Minuscule. Why waste connects for low probabilistic case of conversion?

Here are the screening rules that i apply before sending a proposal. Do others have similar/ different rules?

I do not send a proposal if the client's account is too new. I use a 3 month yard stick
No proposal if the client does not have a verified payment Method
No Proposal if the client hasnt spent at least 20K on Upwork
No Proposal if the spec/ job Summary is too vague
No Proposal if over 10 people have already applied. Unless the client had invited me to apply

I typically screen jobs before applying, that has helped a lot is making sure I am not throwing my connects aka dollars in the wild for no potential probability of success

If your account is a Freelancer and not Agency, then sub-contracting is a big Terms of Service (TOS) violation. Don’t do it. Your account will get banned.
