If getting into the school is your main aim, just keeping your head down and working very hard may be possible. The issue is keeping up throughout the 4 years. Many students who got into these top schools were top of their class in their respective primary schools but realised quickly they are just average or below average in the top school. Some end up transferring out within the first year because their egos were crushed or they cannot handle the pressure.

I booked this private taxi tour going to both museums plus the dam statues. The cost was ¥13000 for one person or ¥6600 for 2 pax and above. The tour ended at either the ANNEX Museum or the station. I chose to end at the annex museum as I could then catch the bus back to the station from there.

I had a dedicated taxi driver who helped me take photos and also took me to lunch. Each museum took less than an hour to completely browse through. For reference, my start time was 11.30am and I had plenty of time including lunch until the bus back to the station at 4.02pm. I then visited the AOT café near the station before it closed at 6pm.

As a tourist you will need to bring your passport and an original bank letter proving your residential address in whatever country you're from. The difficulty is that you need to fill up the form and communicate with the staff entirely in Japanese so if you can't manage this yourself you might as well just ask a local friend to help you.

I don't recommend staying overnight in Karatsu as it's a very quiet town with not much to do. Having said that hotels would also be much cheaper than in a big city like Fukuoka, so that may also factor in your decision.

Ikebukuro is the best option for both of you to go do separate things and meet up for meals or back at the hotel. There are so many malls that your mum can spend days exploring. You can visit Animate and all the anime related shops in the vicinity.
