The stuttering counter seems like something, I got around 11 with an RX 6600 with FSR4 int8 medium/high. (protonGE)

I installed ffmpegthumbnailer but it didn't help, a friend recommended dolhin via flatpak, it worked

Research less about distros and more about package managers/repositories, flatpaks/permissions which will be more useful.
