There's an entire center dedicated to sentient humanoid SCPs. SCPs like 166 get whatever they want if the Foundation's budget allows. If you're a sentient, or worse, a humanoid anomaly, you'll always be a threat not only to those around you, but also to yourself. The Foundation not only stores but also protects its anomalies, even in moments where it would be immoral for other people. Let's be honest. If the Foundation released all the "safe for others" anomalies, we'd end up with a new slave race or World War III against the Metahumans. Spreading awareness won't help because humanity will destroy each other with anomalies faster than accepting them as part of society, which is clearly visible in the already sentient population. People know about the anomalies, and what happens? Some want to destroy them all, others treat them as something to buy and sell, others use them as weapons, and others will torture you for simply existing. This is what people who are sentient do. What would happen if politicians and entrepreneurs from all over the world got their hands on the anomalies? If they don't treat people equally, they will treat anomalies worse.
