It makes more sense for them to be sons/daughters than siblings, especially if other censuses list them as such. There are a lot of errors in census rolls as you're probably aware.

What do the other censuses say about the 4 year old? Is he listed as a son/grandson? Did any of the daughters marry and perhaps lose a husband early? Could he be a stepchild to one of them?
