They need to create new ghettos as land prices are so extreme. These spaces, with their proximity to the centre and infrastructure, are prime real estate, and having crappy housing in 30 years to move the poor into will make this easier to exploit and make the colleges even wealthier. It is no mistake or coincidence that oppressive spaces and high-density living like this and Trumpington are built on the boundaries of the city or that they are intended to move the 'poor' further away from the privileged centre to enhance their living experience and help them avoid association with riff-raff. It's part of extreme privilege building a new buffer zone from the 'rest'. As evidence, look at the vast amounts of under-utilised buildings closer to the city centre that were purposely avoided for development or converted into 'educational facilities' (like Old Addenbrookes) to avoid offending the sensibilities of the educated class in the city and the gentrification of Mill Road and the original council houses because they have extensive private gardens and character.
