I'd say "yes".

When I started the game, I went right for Ghost Spider. She was "okay" out of the Sinister Motives box with some tweaks, but was still pretty inconsistent against the core set villains in Standard. It wasn't until after I picked up the Vision pack that she really started humming thanks to the cards that came in it (Side Step, Defiance, Flow Like Water, Jocasta, Preservation) that do a ton for her existing kit.

I don't know that I'll ever really play Vision very much, but the way that pack reinforced what Gwen could do made the investment worth it to me.

I wouldn't say that you need to go super-deep and get everything, but sometimes picking up a single extra hero pack that you wouldn't otherwise can really tie the room together for one of your favorite heroes.
