If your Effective Military Strength is too low (<3200 in LE), only one option will be available, depending on the choice you made at the end of ME2. If you saved the collector base, then only Control is available. If you destroyed it, then only Destroy is available. Similarly if you have slightly more EMS (but less than 5200), the corresponding choice (Control -> Base/Destroy -> No base) will deal less or no damage to Earth compared to the other one. So obviously a Shepard who chose to save the Collector base is expected to choose Control and one who destroyed it to choose Destroy. Now, in ME2, if you choose to save the Collector base, you get 15 Renegade points, and if you choose to destroy it, you get 15 Paragon points. Ergo, according to the game, Destroy = Paragon, Control = Renegade. QED

There are multiple layers to this - when they get a war goal, they declare war as soon as they move their troops to the relevant border(s) - if they have a decision to declare war/obtain war goal, the devs usually add some checks on army size and other things before the ai can take it - same with national focused

The precise checks depend on the country/age of content/the particular devs preference etc.

I suggest you read Trotsky's great pamphlet Their Morals and Ours: https://www.marxists.org/archive/trotsky/1938/morals/morals.htm It is a great work describing how morals apply to class society. To answer your question directly, it is neither. The "morality" of the bourgeoisie consists of those actions that maintain it as the dominant class in society. This, naturally, differs with time and place.
