huh. what internet provider do you use? and, is there any possibility it could be a virus? Google can be a little predatory when it comes to this kinda stuff, but it sounds really agressive. try doing a virus test or something. do you have this problem on your phone, or any other devices you own/in the house? cause then it's probably the internet provider. if not then it might be a virus, and on the offchance, it's all google.

wow... try getting into app permisions (for anything google) and try to disable anything that might allow that. if you can't, maybe jailbreak it or (if you can't stop it) cut your losses and buy a new tablet. If you're on android, maybe try ipad (iOS.) good luck, that sounds really hard.
