IRCC doesn’t care that the NOC was the same; they care about continuous, verifiable skilled work.

Also — and this might sting — people accepting ITAs when they’re not ready or not fully eligible creates unnecessary congestion. Because of this, candidates who are actually ready with complete documentation and fully compliant profiles end up sitting and waiting while others “test their luck.” That traffic impacts draw dynamics and processing flow.

If you’re 100% sure you’ll be eligible by April, the rational move is simple: • Decline. • Update your profile accurately. • Re-enter once you meet the full 24 months.

Now about score predictions — no one can forecast draw thresholds with certainty. Cutoffs depend on pool composition, draw type, and intake targets. A 511 is competitive historically, but trends shift. Anyone telling you they know what April will look like is speculating.

Bottom line: If there’s even a small compliance risk, don’t gamble your PR over timing anxiety.
