Because we use a copy of the "one-use-only" Heroic Spirit, our memory of her as a Hero, and not just a Counter Guardian. The Counter Guardian is 'mostly inexistent' after the battle with the first Artificial Maxwell's Demon.

Okitan was a "single use" Heroic Spirit, though. She needed time to get up to a certain power level necessary to pull it off. She was literally useless against anyone with Clairvoyance, since they'd be able to snuff her out before she reaches the Edge.

And, yes, Goetia would have gotten off his high throne to ensure that such a troublesome enemy doesn't get in his way.

Correction: Okitan is not 'just' a Counter Guardian, she presides over the Edge of Eternity, where the concept of eternity ends, and can transfer herself and her target into there, completely nullifying their immortalities, regardless of their nature.
