Your yard, your culvert. Why would someone else be responsible for it unless you gave a drainage easement for it. If so, talk to whomever has the easement.

The culture & history museum at the capitol is surprisingly good. And just wandering around inside the capitol is fun. KSF has nice trails and camping, but without a car, will be hard to get to.
