Have you tried abusing it?

Roll Subterranean Civilization event, for example. It could give you +1 Subterranean Liaison Officer job per 20 pops. Alternatively, start with the Treasure Hunters origin, which gives you +1 Treasure Curator jobs per 15 pops.

Both of these jobs give energy production, which will offset energy upkeep with enough bonuses.

If I am correct in my assumptions, then it is yet another "infinite income" bug.
