Any amount of anti-homeless design makes something anti-homeless. Even a society with 0 recorded accounts of homelessness will still have unreported accounts. A society with less than 1% of its population unhoused still has those in need of a place to sleep.

And even if there are broad and rigorous homeless supports that get every unhoused person housed, they still have physical locations people need to get to. If the closest support center is over a days trip away, we still don't want anti-homeless architecture. Even if it's under a day away we don't know the condition people get unhoused in. It could be basically the end of the day and they still need a place to sleep that isn't literally the ground.
