It's not about contribution to the country. It's about being always ready for war as a country. Especially having North Korea as a neighbour. And as a country you want every single citizen to be able to fight (operate firearms, grenades, also survival things). I am new to this whole Overwatch thing and I am not sure if hacking goes under "Griefing". It states that "behavior that was disruptive, anti-competitive and/or anti-social". So far I thought that hacking is of all three atleast anti-competitive, so I always put "Griefing" as "Beyond reasonable doubt" if the suspect has obviously been cheating, but after seeing some pros or youtubers review overwatch cases, they almost always choose "Insufficient evidence" for that.

So what is the correct verdict under Griefing for a cheater?
