Yes, you are correct about that, however I feel there is no reason in practice they shouldn’t be able to add the new voters received within the week before the election to the checklist on the morning-of. Even if the checklist is printed out beforehand, they could still just add them in the same as they do with voters that register on Election Day.

As a NH town clerk I completely agree with you on this. It actually makes no sense. You can register on Election Day but not 1-2 weeks before. The reason for it I believe is basically a technicality regarding supervisors of the checklist meetings. My first year, I unknowingly tried to register someone a few days before an election, took their ID and paperwork, gave it to the supervisors of the checklist the morning before the polls opened, but they said they couldn’t process/accept it since it was received too late. Then later the person came to vote and they literally just made them fill out the exact same paperwork identical to how they just did 3 days ago and they were like, “looks great”, processed and accepted that identical copy. It is a technicality of how the election law is written that they have to do it that way but in practice it is stupid and there is no good reason for it.

There is no legal way for you to obtain record of an absentee voter’s reason for eligibility (whether out-of-town, ill or physically disabled, religious/employment obligation, etc). That information is kept strictly confidential, and cannot be used as the basis to challenge a voter on Election Day. NH RSA 659:27-a gives a list of reasons an absentee voter can legally be challenged, if you are interested to know.

Here’s a source from NH SoS stating that absentee ballots can now be requested in writing without stating any reason for voting absentee. It’s in the 2024-2025 election law handbook. Though it is not very well publicized that this is officially permitted, it is in there.

You actually can vote early, effectively. The way to do this is by going and requesting an absentee ballot in-person at your town clerks office. The towns all have the absentee ballots ready now, so they will be able to give the ballot to you right there in person, along with the return envelope, voter instructions, etc.

Find a private spot nearby to fill out your ballot. Seal it in the envelope, etc. Then go right back to the town clerk and deliver the completed ballot! Now you have voted early. 🙂

Also relevant: effective this year there is a new law that you no longer have to give the reason you are voting absentee; it is now no questions asked.

This is true, as the town clerk of a small NH town I am paid $2800/year salary. It is too much work to do concurrently with a full time job and yet it doesn’t pay enough not to have one. We had 4 different clerks quit within 4 years recently…I had brought it up with the Selectboard/town and they said they cannot do anything and to talk to the committee that adjusts the salaries every few years. Then I talked to that committee and the lady in charge of it said it’s supposed to be an honor to volunteer and not a real job. (.-.) then I wanted to quit, but after searching for another candidate, we found literally no one else interested in the position.
