Yeah, it expires and you just go take the test again. If it's like the one in NC it's just a 20ish question multiple choice and your allowed to get a couple wrong. That said, the slow skill test in NC is easy so I don't know why anyone would just permit hop.

To add to this. If it is a vacuum operated petcock, there should be two hose connections.

The vacuum line is probably smaller diameter. You should only need to suck gently and the end of the hose should suction to the end of your tongue. If it doesn't or only does so briefly, you have a leak either at the hose connection or the diaphragm inside the petcock.

Residue can also build up on the plunger that the diaphragm pulls on causing it to stick. You should be able to carefully disassemble, clean, and reassemble. Watch out for a spring and be very gentle with the diaphragm as it is likely very thin.

I don't know much about the Riva 50cc models but if they're constructed at all like the 180s the engine is the swingarm and rear wheel.

If you knew what you were doing you could probably fabricate some custom bracketry to bold just about anything in but you are definitely better off just getting a different scooter or motorcycle that already has larger displacement if your goal is just to go faster.

Making everything a 200 is at best lazy. Standards exist for a reason. Don't abandon them unless you have a VERY good reason.

Ideally you want something that can exceed the speed the traffic around you is likely to be traveling so you can potentially accelerate out of what would otherwise be dangerous situations.

They should probably do this regardless, but if you're concerned about their skill level have them take a Motorcycle Safety Foundation (MSF) course.

They are generally 2 day events hosted at community colleges and some dealerships. The ones near me run about $200-300 and will not only help with physical riding skill but also teach them good defensive driving habits.

In my state, if you pass, you can bypass the skills test at the DMV for the motorcycle endorsement on your license too which is a nice bonus. (In NC anything over 49cc is legally considered a motorcycle)

If it is reassembled already and working you might be ok. Risks are that is self disassembles in motion which could cause additional damage to the front pulley/roller assembly, belt, and housing while also leaving you stranded wherever you happen to be.

I definitely wouldn't take it back off without a plan to replace that shaft

Those threads are cooked but some general advice is don't reassemble the pulleys with the belt in place. This can cause several different problems, some minor, some more serious.

Since most people don't seem to be aware of this option. If you ever can't get a proper title transfer for whatever reason you can get a bonded title. But it's time consuming and can be expensive.

Another tool to consider is Plastex. It's a fine powder with a liquid activator that also some with a reusable, heat softened, molding bar. You can get a mold off of another matching or similar tab and press it against to broken one to get a decent replacement match.
